World Ratification Commission

About Ratification Commission

The Ratification Commission shall carry out a worldwide campaign for the ratification of the World Constitution, both to obtain preliminary ratification by national governments, including national legislatures, and to obtain final ratification by people, including communities. The ratification commission shall continue its work until the full operative stage of World Government is reached.

Provisions of the Constitution

Article 19, Section 2.01 of the Constitution for the Federation of Earth (The Earth Constitution)

The Ratification Commission may also submit the World Constitution for ratification by universities and colleges throughout the world.

Article 19, Section 2.4 of the Constitution for the Federation of Earth (The Earth Constitution)

The Ratification Commission is the most crucial commission of the Earth Federation (EF). Its responsibilities and activities are outlined in the provided sections (19.2.01 to 19.2.04) of the Earth Constitution (EC). Here's an elaboration on its functions:

Worldwide Campaign for Ratification: The Ratification Commission is tasked with carrying out a global campaign to secure the ratification1 of the Earth Constitution. This campaign includes two key objectives:

Preliminary Ratification: The commission works to gain initial approval from national governments, which may involve obtaining support from national legislatures.

Final Ratification: The commission seeks the ultimate ratification by the people, including communities, through popular referendums.

Joint Action with World Elections Commission: In cases where national governments do not respond favorably to the ratification call after six months, both the Ratification Commission and the World Elections Commission can collaborate to achieve ratification through direct popular referendums and, concurrently, the election of Members of the World Parliament.

Ratification by Educational Institutions: The Ratification Commission has the authority to submit the Earth Constitution for ratification by universities and colleges worldwide. This allows educational institutions to be part of the ratification process, qualifying them for participation in the nomination of Members of the World Parliament.

The broader context, as outlined in Article 17 Section 1 and subsequent sections of the Earth Constitution, provides detailed procedures for the ratification of the Earth Constitution. These procedures include preliminary ratification by national legislatures, final ratification by popular referendums, and the mechanisms to deal with several situations. The constitution emphasizes the importance of widespread participation, disarmament commitments, and the supremacy of the Earth Constitution once ratified. Overall, the Ratification Commission is a pivotal part of the ratification process, working to secure the support of governments and the general populace for the establishment of a global governing system under the Earth Constitution.

Tenure of the Commission

The commission's work continues until the Earth Federation reaches its full operative stage. This means that the commission remains active until the entire system of global governance is fully established and operational.
